PIROOZ BARAR, S.E. Principal Engineer


Pirooz Barar received his Masters of Science in Civil Engineering from the University of Colorado at Boulder in 1968. He has over 35 years of structural analysis and design experience, and over two decades devoted to the development of advanced technical methodology for the design of shoring, underpinning and earth retention.

Mr. Barar's recent project experience includes design of shoring systems for the new Palazzo Tower and Parking Addition to the Venetian Hotel, Las Vegas, NV; Legend Condominium Development in San Diego, CA; Elektra Condominium Development in San Diego, CA; Advantage Pointe Condominium Development in San Diego, CA; Eastside Light Rail Transit project in Los Angeles and Pasadena, CA; Stanley Hall, University of California, Berkeley; Arroyo Seco Blueline Metro Project in Pasadena, CA; North Anchorage of the new Carquinez Bridge; Zion Parking Structure in Salt Lake City, Utah; GAP World Headquarters in San Francisco; Big I Freeway Project in Albuquerque, New Mexico; Vassona Light Rail Project in San Jose; Sandia National Laboratory, Sandia, NM; Domaine Carneros Pinot Noir Addition in Sonoma; San Francisco International Airport International Terminal; and theNorth Hudson Development in Pasadena, CA.

Mr. Barar in an active member of the greater Structural Engineering community and remains consistent with evolving trends and ideas in the industry through his memberships with the American Society of Civil Engineers, Structural Engineers Association of Northern California, American Concrete Institute, ADSC International Association of Foundation Drilling, and the Deep Foundations Institute. Mr Barar is also a Professional Affiliate of the AIA, and served as the chairman of the Soil Nail Committee, formed with the City of Los Angeles, to establish and publish guidelines for the design, construction, and inspection of permanent Soil Nailed Walls in the City and County of Los Angeles.

SANDY SOE, E.I.T. Project Designer


Sandy Soe has three years of professional experiences in both structural and geotechnical design, primarily concerned with the design of shoring, underpinning and earth retention utilizing a variety of solutions for a range of development projects including soil nailing, soldier beams and tiebacks, micropiles and CIDH.

Ms. Soe’s experience includes providing the design and analysis of structures and detailing for a wide range of shoring challenges. Recent work includes the design of a soil nail wall for Route 7 Bypass Retaining Wall 101 in Connecticut; design of cantilever soldier beam wall for the Montana 6-Unit Townhomes Development in Santa Monica, CA.; design of micropiles for pedestrian bridge in Reed College, Oregon; and earth retention design for a parking structure at Dry Creek Rancheria Casino and Resort in Santa Rosa, CA.

Her additional project experience includes design of a slurry wall with waler system for The Palazzo-Lido Casino resort, and design of a cantilever CIDH wall for the Blackstone Holiday Inn, both in Las Vegas, Nevada; design of soil nail walls and soldier beam with tieback walls for the Jamestown Development in San Francisco, CA; and design of a soil nail wall and CIDH wall for the Atlantic Times Square Mixed-Use Development Project in Downtown Los Angeles, CA. She has also designed shoring systems for the Stella Condominiums in San Diego, CA, Ramona Grade Separation project in Pomona, CA., and Alameda Corridor Grade Separation Project, Alhambra, CA.

MANUEL L. LINANG. Senior Draftman

Manuel Linang received a Bachelor of Science in Architecture from the University of Cordillera, Baguio City, Philippines. His expertise is in the design and drafting of architectural and structural engineering projects. He has spent the past three years focused solely on the design of shoring, underpinning and earth retention systems as Senior Draftsperson for PB&A, Inc. Mr. Linang works on virtually all project plans produced by PB&A, adding his proven design and drafting expertise to innovative engineering solutions for myriad Earth Retention Systems.

QING LIU, P.E. Project Designer

Qing Liu has been providing PB&A, Inc with professional structural and geotechnical design services since 2004. His project work involves the design of shoring, underpinning and earth retention systems for a range of development and infrastructure improvement projects. Mr. Liu is also experienced in the preparation of dynamic, stability and finite element analyses for geo-structures. Additionally, Mr. Liu has designed Soil Nail Earth Retention Systems using PB&A's in house design program, "Winslope", and has performed global stability analysis using Plaxis and Xtable to study issues that occur during soil/structure interaction.

Mr. Liu's project experience includes design of a permanent Soil Nail Wall for the UCSD Hopkins parking structure in San Diego, CA; permanent Soil Nail Wall / soldier beam and tieback system for Hoag Hospital in Newport Beach, CA; soldier beam, waler and strut system for 301 Mission Street in San Francisco, CA; and soil nail testing and evaluation of test nails for the Jamestown Condominiums in South San Francisco, CA.

Mr. Liu has also provided design services for landslide remediation project at Blackhawk in Danville, CA; preliminary design of shoring piles, Colman Center in Seattle, WA; and dynamic analysis for the permanent soil nail wall at San Manuel Phase II parking structure in Highland, CA, which included Earthquake Simulating Lab and finite element analysis using SHAKE96d and Plaxis dynamic module.
